EVENDALE POLICE-FINANCE-RECREATION-ADMINISTRATION
COMMITTEE MINUTES
TUESDAY, MAY 30,2006
The meeting of the Evendale Council Committee for Police, Finance, Recreation and Administration was called to order at 6:00pm. Council members Albrinck (Chairman), Puthoff and Lohmeier were present. Village CFO, George Snyder and Ted Sumnar of Fifth Third Bank were also present.
ADMINISTRATION DEPARTMENT –
A. Ted Sumnar from Fifth Third Bank was present to update us on our current investments. We currently have approximately 14 million dollars invested in government bonds, which is laddered over 5 years, the maximum term of investment for governmental entities. We also have 2 million dollars invested in short-term commercial paper also laddered over a six month period. This investment strategy has allowed us to maximize the investment opportunities without affecting any liquidity.
Mr. Sumnar introduced himself to the new members of the finance committee – Doug Lohmeier and Bill Puthoff. Mr. Sumnar suggested that we start locking in rates as we are nearing the top of the interest rate hiking cycle. By locking in the rates, we will minimize the chance of purchasing the bonds that will be called.
Mr. Sumnar indicated that we can expect approximately $600,000 in investment revenues this year. When the Village changed its investment policy approximately two years ago, the Village was earning about $100,000 per year through Star Ohio. However, Star’s rates have risen over the last two years as well, the overall change in the policy that has given us additional options, has been a great benefit to the Village.
Mr. Sumnar thanked everyone for allowing Fifth Third to serve the Village investment needs and then was excused from the meeting.
B. Mr. Snyder confirmed that the TEL Admendment is all but dead. The legislature has initiated a TEL light bill that only effects state government and not local municipalities. Mr. Snyder was then excused from the meeting.
POLICE DEPARTMENT – Police Chief Gary Foust was present.
A. Police Chief Foust provided us with the final version of the door to door canvassing policy. The policy incorporated strict but reasonable time constraints under which any group or individual can go door to door. The new policy also incorporates provisions that mandate that, although some groups and individuals are exempt from having to obtain a license, everyone must register with the police department. The next step will be for Chief Foust to speak with Village Solicitor, Tim Burke, for his review.
B. Police Chief Foust also stated that we are still waiting on an update of the centurion alarm system policy (the portable alarm system that can be loaned to businesses, residents or individuals). He will follow up with Mr. Burke and hopes to have a policy to review at the next meeting.
C. The new cruisers were dropped off on May 30. The new restraint seats for the new cruisers will come in within the next 7-10 days. It is hoped that the new cruisers will be fully operational with the new restraint system shortly thereafter.
D. Chief Foust provided us with a final finding from The Commission of Accredidation for Law Enforcement Agencies, Inc. Once again, the Village received an outstanding evaluation, the report specifically stating the “Evendale Police Department Staff without exception demonstrated a commitment to excellence. The entire staff was entirely professional, patient and committed to excellence.”
E. Personnel- Chief Foust updated us on the condition of Officer Vonderhaar who has been off work for 5-6 weeks. It is expected that Officer Vonderhaar will be returning to duty in the very near future.
1. Dave Rudolph has been off work for a significant time for a bicep tear. This was filed as a worker’s compensation claim and is currently in the court system for the allowance of that claim.
2. It is expected that Tom Oakes will be retiring approximately March 2007.
3. Doug Abrams is back on patrol in the Village after serving on the Drug Abuse Reduction Task Force (DART).
F. Chief Foust then confirmed that there will be a possibility of two openings in the police department in the next year or so. Chief Foust provided the committee with the employment application, which will be used in the hiring process. He confirmed that it had not yet been review by the Solicitor, Tim Burke. The committee approved the form and directed Chief Foust to give the form to Tim Burke for review and approval.
There being no further items to come before the committee and upon motion made by Councilmember Doug Lohmeier, seconded by Bill Puthoff, the meeting was adjourned at 7:15 PM.
